Filistin-İsrail Çatışmasında Temel Sorun Alanları, Bölgesel ve Küresel Aktörlerin Soruna Yaklaşımları

Abstract
Başladığı an itibari ile Filistin-İsrail meselesinde ana aktörler Filistin özelinde Arap dünyası ile İsrail özelinde Yahudi toplumu olmuştur. Sorunun ortaya çıkması genelde 1917 Balfour Deklerasyonu ile başlatılsa da kökenleri çok daha eskilere dayanmaktadır. Meselenin ortaya çıktığı ilk dönemlerde ana aktörler arasında İngiltere de kabul edilirken sonraki süreçte İngiltere’nin yerine ABD, uluslararası kamuoyu adına da BM sürece dâhil olmuştur. Filistin meselesinde Yahudi tarafı gerek söylem üzerinden gerek politik duruş anlamında homojen bir tavır sergilerken Arap devletleri meseleyi kendi iç siyasetlerine malzeme haline getirdiklerinden şeffaf bir görüntü verememişlerdir. Bu da meseleyi Filistin adına kırılganlaştırıp derinleştirmiştir. Bu çalışmada Filistin-İsrail meselesinin temel sorun alanları, bölgesel ve küresel aktörlerin soruna yaklaşımları ve bu yaklaşımları arasındaki farklılıklar ele alınarak konunun açıklığa kavuşturulması amaçlanmaktadır. Böylece Ortadoğu bölgesinin kronik bir sorunu haline gelen ve bölge barışının önündeki en büyük engel olan krizin aşılmasında neler yapılabileceği açıklığa kavuşturulmuş olunacaktır.

Abstract
Since its inception, the main actors in the Palestine-Israel Question have been the Arab world in Palestine in particular and the Jewish community in Israel in particular. Although the emergence of the problem is usually initiated with the Balfour Declaration of 1917, its origins go back much further. In the early periods of the emergence of the issue, the UK was also recognised as one of the main actors, while in the following period, the US replaced the UK and the UN was involved in the process on behalf of the international public opinion. In the Palestinian issue, the Jewish side has displayed a homogeneous attitude both in terms of discourse and political stance, while the Arab states have not been able to present a transparent image as they have turned the issue into a material for their internal politics. This has made the issue fragile and deepened for Palestine. This study aims to clarify the issue by addressing the main problem areas of the Palestinian-Israeli issue, the approaches of regional and global actors to the problem and the differences between these approaches. Thus, it will be clarified what can be done to overcome the crisis, which has become a chronic problem of the Middle East region and the biggest obstacle to regional peace.
